The Iowa Department of Revenue will move many paper-based processes to an online portal, GovConnectIowa, effective November 12, 2024.

This change will affect retail tobacco permits, including the new device retail permit, which will be managed by cities and counties through the online portal. Cigarette stamp orders and refund requests must be submitted online, and users will have access to standardized return forms in Excel, XML, or manual entry on the portal. GovConnectIowa will also support applications, renewals, transfers, surrenders, and refunds of tobacco permits while enabling filing of returns and payments, although paper filings and payments will still be accepted.
