The Utah State Tax Commission is not planning to issue any new withholding tax tables in 2025.
The current tables will continue to be used as there are no planned rate changes. These tables were last updated in June 2024 due to a reduction in Utah's income tax rate to 4.55%.
The Utah Department of Workforce Services has begun calculating unemployment insurance (UI) tax rates for 2025.
Employers can expect to receive their 2025 rate notices by the end of November 2024. These rates are determined based on factors such as the employer's benefit ratio, reserve factor, social tax rate, and potential surcharges for delinquent payments. New employers are assigned rates based on industry averages, while experienced employers' rates are calculated using their history of benefit payments and taxable wages.

Utah No New Withholding Tax Tables Planned for 2025
The Utah State Tax Commission is not planning to issue any new withholding tax tables in 2025, according to a spokesperson for the agency. The spokesperson explained that the Commission only updates Publication 14, Utah Withholding Information and Tax Tables, if there is a rate change. Since there is no rate change planned for 2025, the current tables should continue to be used next year.
