North Dakota General Administrative Provisions—North Dakota State of the State Address.

On January 7, 2025, North Dakota Governor Kelly Armstrong delivered his 2025 State of the State address, stating that real property tax relief and reform is number one on his agenda. The Governor proposed a 3% cap on future increases in local property tax budgets, the unused remainder of which can be carried over for up to five years. He also proposed increasing the primary residence credit from $500 to $1,000 per year, in addition to creating a primary residence classification to give automatic relief, rather than necessitating filing for a credit. The combined primary residence relief will be $1,550 per year for the next biennium and at least $2,000 in the following biennium.
